BAIRD is one of the analysts/MM that cover Tollgrade. Refer to link below that I got from Tollgrades website.
They apparently were caught short of inventory during this runnup in TLGD's share price. I still think we will make new highs in the next 3 weeks. Remember this stock shot up 28 points Thursday!! Eventually the larger investment houses will come.
