The evidence to date says otherwise. Rambus had no trouble filing an ITC action against Hitachi. Hitachi threw in the towel and paid. Toshiba made their agreement without a litigation. Hence, it appears that many of the companies will license without a fight and a few will fight and lose. If a few companies have their imports to the US blocked the others can pick up the business.
