Why would we pity the nativists if it was a positive development?

I don't presume to know what the author intended, but the way I read it, he was needling the nativists on both sides, who, by definition, would not look favorably on the blending. I assume that is because either he finds them bigoted or because he thinks they have their collective heads in the sand and are in for a rude comeuppance.
