Is INTC a QCOM licensee?

Yes.

In November of 1999, according to Qcom IR, Intel bought DSP Communications, a licensee of Qcom. The agreements were renegotiated, based on earlier 1995 agreements. They are apparently valid for current generation CDMA ASICS. New agreements would be needed for 3rd generation CDMA.
