I caught Cha2's comment. He is right, as you are.

One thing that is not mentioned here often however is that the carrier NTT DoCoMo WILL receive royalties on W-CDMA as will other Japanese infra and handset manufacturers. This offsets payments they make. Qualcomm gets paid on W-CDMA, but so do others. All part of the combat in this trillion $ game.
