No! But ...

There is no standard for 3xMC. It is consequently not only NOT approved, it is not even available for approval.

Why are carriers (IS-95 carriers for whom the cdma 2000 migration path was designed) considering UMTS UTRA DS instead of cdma2000 for new spectrum, would you say?

1xMC/IS-2000 phase 0 (which is an approved IMT-2000 mode of operation, the only approved cdma2000 mode of operation) does not meet the requirements of carriers licensing new spectrum. Neither does EDGE Compact.
