Hate crime legislation, by it's very nature, implies that existing laws are inadequate in the protection of specific groups of individuals. (Otherwise, there would be no perceived need to specifically single out a group for protection.) I hope we can agree on this at least. I fail to see how existing murder statutes fail to protect gays from being murdered any more than non-gays. When a body is found, the statute is applied evenly (at least in theory). When a sentence is greater for a gay murder than a straight murder, a premium seems to have been placed on the life of the gay. On your second point, I don't believe that I was involved in the "recruitment" discussion.
