A conservative company ALWAYS reserves more than they think they will need in order to avoid exceeding the reserves; just in case that it costs more than they anticipated. Since they can't know how much support is going to cost in advance, it is better to error on the side of reserving as much as is legal and in accordance with good accounting practices, rather than reserving the minimum.
