Who is subject to a greater threat of violence .. a white person walking through Anacostia or a black person walking through Georgetown?

Valid point. On the other hand, when was the last time you heard of a bunch of cops shoving a stick up a white guy's ass, or emptying a couple of magazines into a white guy standing on his doorstep because he reached for his wallet?

I don't personally approve of hate crime laws, which seem to me an ineffective and cumbersome way of dealing with a situation which is better dealt with through education and even-handed application of existing laws. I do acknowledge that there may be a point to having federal laws available for application in cases where local authority is clearly not being even-handed (though, as X points out, this does raise a double jeopardy issue), but ideally they would be very seldom used.

I do object to the terms of debate being framed with unnecessary hysteria and unnecessary assumptions about the purpose of the laws. A lot of these issues evoke emotions which stand in the way of reasonable resolutions; the calmer everyone stays the more likely the discussion is to be productive.
