I think it is an interesting and important element to the story that Phanupong's family appear to be poor role models. Is it proper for the U.S. judges to try and make exceptions for aliens based on their perception of the of the relative merits of the child's life in America vs the conditions of the country of origin? There are billions of children who would have a better life in the U.S. (unless all several billion came at once). Making an exception to procedures really means making an exception to the rule of law, where does it stop? TP
