When Reagan was president, we had a Democratic Congress to stop him from doing too much damage, but we do not have that protection available any more.

Reagan had a Republican congress for the first two years of his presidency, if I remember correctly. Likewise, Clinton had a Democratic congress for the first two years of his.

I think we have a fairly self-correcting form of government that tends to pull back toward the center when extremism threatens to take over. Personally, my favorite situation is having the president in one party and the majority of Congress in the other but without enough of a majority to automatically override vetoes.
