In your post you listed numbers that vastly diverged that these company advertisements. May I ask where you picked your data from?

GSM transmits bursts with a duty cycle of 8:1. My figures for maximum average transmitter power are therefore correct. Anywhere except fringe reception areas will of course operate at greatly reduced power, just like CDMA.

Have a look at the PA3100 datasheet on the Qualcomm web site. qualcomm.com
This device is intended for dual mode CDMA/analogue handsets. Typical output power AMPS 31.5dBm, CDMA 28dBm.

These figures correspond to AMPS 1.4W, CDMA 0.63W. Maybe these power levels are not actually used, but they are what Qualcomm claim for their transmitter modules.
