The signing of the declaration of intent between Suriname and Guyana concerning a solution in the border dispute and the CGX Energy oilrig has not yet taken place. Foreign Minister Errol Alibux and his Guyanese counterpart Clement Rohee left Jamaican Prime Minister Percival Patterson after having worked on the document for nearly eight hours. Minister Alibux stated yesterday, that the document had been finalized and that the Guyanese delegation could not get in touch with their President Bharrat Jagdeo to ask for his consent in signing the document. Then it was decided that it would not be signed and that when Jagdeo would give his permission a courier would travel from Jamaica to both Suriname and Guyana in order to get the document signed. If Guyana's permission to sign is not given, Alibux has the right to comment on this, according to Alibux. President Wijdenbosch gave Alibux permission to sign. An elaborate search for the Guyanese president, who was at Trinidad at the moment, did not result in anything. Alibux stated that if Guyana does not sign the document, they are wasting a perfectly good opportunity of determining the definite border. The consequence is that this issue will remain a problem. ''That would be a pity'', according to the Minister who indicated that Suriname still maintains the 10 degrees line starting at the north going through the 12 miles zone and the 200 miles economic zone. Suriname also thinks that the Corantijn is included in its territory even as the Tigri area which Guyana occupied in 1966. Alibux said that announcements made by Patterson, who functioned as facilitator, may have political consequences for Guyana. The document which was drawn up is the original document which Wijdenbosch and Jagdeo worked on when they were still in Jamaica. After both Presidents had left Jamaica, Rohee showed up with a totally new document which was rejected. Both Alibux and Rohee remained there as experts after President Jules Wijdenbosch had left Saturday and his Guyanese counterpart Bharrat Jagdeo Sunday. Patterson insisted that both Ministers of Foreign Affairs remained there in order to finalize the declaration of intent. The delegations then left Montego Bay for Kingston,where delegations held discussions which lasted over eight hours. They gathered at the Jamaica House, Patterson's office. BACK
