My take on this has always been :

Qualcomm decided : If the whole world is going to pretend they are moving to W-CDMA, we at Qualcomm will also pretend that W-CDMA is a real, viable 3G technology.

Meanwhile, we (QCOM) will facilitate at least a few wireless carriers in the U.S. and Korea to quickly begin installing and operating 1X and CDMA 2000 systems.

The ultimate resolution should take care of itself (as long as corporations are allowed to freely make decisions).
