What you want is CyberX. No monthly fees.

However I should say that in my view a direct access broker is not very useful without L2.

If a stock is moving slowly just about any broker will do. If a stock is moving very fast you'll find that direct access has just as much difficulty with fills as a discount broker. In fact if you don't use L2 and manually route the order direct access can give you *worse* fills on a hot stock.

The advantage of direct access is actually the fact you can get near instant confirms and cancels.
