PE undermines even further any tendency to see improvement in the natural process
After a global catastrophe, almost all of the creatures which survive can continue on and reproduce. The choice of partners is greatly reduced, so there is a lot more breeding between close family members. This allows recessive traits to appear in much greater numbers. The total number of genes present in the pool will tend to increase because those that are different do not die out under the relentless pressure to conform. Once the initial spread has begun there will always be competition between the survivers to be the one to stay put while the weaker and different are pushed off to new areas. Many niches used by creatures now extinct will be vacant and some surviver can take it over without a fight.
Once the organisms face further competion the continual refinement proposed by Darwin becomes an important factor. Creatures begin adapting to a niche because of the constant pressure of creatures more like themselves, as they adapt they become less like the other members of their species and more like the creature who last successfully occupied the niche until they are finally no longer breeding together and difusing their genes in the common pool.
