I use MS 7.0 too. I've had a similar problem. When I save a template, I name it in the usual fashion. If I want that to be the default, I right click and choose the option to make this template my default.

But, unfortunately, that doesn't seem to be all that's necessary. I've found that you must also resave that template as the default. IOW, it's a 2-step process.
