No VoIP permitted, as it would lead to depletion of revenues to the national exchequer.
The mind set of some bureaucrats is hard for me to understand.

Recently, a joint team from VSNL and the Central Bureau of Investigation (CBI) busted an illegal VoIP racket, which had caused estimated losses of $23 million to the government.

Sources involved with the raids said that VSNL had panicked after it found in one of the raids "very good" voice quality for live calls.
