I think it is true that they don't care and their may be suspicion of speculating if the performed differently from the index they tracked. That don't care attitude does not apply to a fund family as a whole. That is why there will be all sorts of buying in different growth or tech funds managed by the same family, and the shares will just get transfered to the index fund at the appropriate time and booked at the closing price for that day. These family managers all have to sit together occasionally and make plans for the whole company.
