A Government For Somalia? - Addis Tribune, July 21

Addis Ababa - News is emanating from Djibouti that the efforts under way by Somalis, under the aegis of the government there, could make it possible to announce the establishment of a transitional government for their country.

After nine years of lack of government - or even a state in their country - the news from Djibouti seems to be too good to be true.

The Somali people have suffered enough from the disintegration of their country. As a neighbour sharing a long border with Somalia, Ethiopia too has borne the brunt of the lack of authority there. In addition to hosting large numbers of refugees, Ethiopia has had to contend with the upsurge of terrorist activities of extremist groups who have been exploiting the absence of authority in that country to destabilize Ethiopia and the entire sub-region. It is high time that the slide into anarchy in Somalia was stopped.

IGAD has been following a policy aimed at encouraging the establishment of national peace and stability in various parts of Somalia. This approach was backed by the international community who recognized that there was a need to assist such areas as Somaliland and Puntland - both of them areas of relative stability. The IGAD approach has been wise.

In recent times, Djibouti, backed by IGAD, has embarked on an ambitious peace plan to galvanize the Somalis into re-establishing their state. No other plan is on the table. Djibouti deserves international support to ensure the success of its initiative. Meanwhile, the unstable areas in Somalia need to be encouraged to follow the example of those areas enjoying relative peace and stability.
