Michael- I'm afraid 99-238 isn't going quite as planned for SBC. IMHO what is really driving the ILECs to DSL today is ATT's 500,000(yr end 2000) local cable telephony customers. Not to mention all the other MSOs getting in on the local phone market too. Like I said upstream, it's do or die for the ILECs and they have to roll with ADSL now. Their voice business is rapidly being eaten up.

For a very, very detailed wrap-up of 99-238, you may want to review my series of posts on the Last Mile thread. If you start with the earliest one, and work up, then it will give you a good idea of the status of 99-238. I don't know it's status of today. Last time I looked at it, was March 28.

Doesn't mean 99-238 won't be extremely important in the future to the ILECs, I'm just saying it's not clear as the RadioWallStreet interviewee makes it out to be. I did listen to that when it first came out. I'm guessing it must be the same one you refer to now.
