I believe that the low oil prices of the 90's were a specific payback by the Saudis and Kuwaitis for our services rendered in 90/91. I also believe that the Saudis and Kuwaitis (or at least their leaders) personally feel a substantial amount of personal gratitude to former President Bush. Perhaps they feel that hiking oil prices dramatically in an election year will help Bush's son. I doubt they feel much personal gratitude toward Clinton, and even less so toward Gore, who despite his invention of the Internet, has conveyed a certain hostility in the past toward the internal combustion engine.

Not saying it's true; just a conspiracy theorist running amok.
