Could someone help me to clarify with this ?

For my margin account, my account balance shows:

Buying Power
Using Cash
for non-margin purchases & withdrawals* $0

Using Margin
to purchase marginable securities $xxx
to purchase cash securities / options, or
maximum cash available to withdraw $xxx

When buying IPO from E, will they usethe "using cash"
or "using margin" to purchase cash securities ?
