OK, I was reading elsewhere while you found that.

Accepting for a moment that UNICEF is correct
Accepting for a moment that the sanctions are creating hardships
Accepting for a moment that they don't seem to be having much effect on Saddam.

You still haven't shown that it was the intent of the American government to create a child killing situation.
