it helps the arbitrageurs...the more uncertainty as to consummation the greater the spread between ASND and CSCC which will trade at .7XASND when the deal is about to be completed. IMHO. In this case there is no doubt the parties want to Tango, it's that the govt. decided to muddy the dancefloor a bit. Only momentarily but opens the door to profiteers who know what to do.
