If you listen to the interview (link a few posts back), I think Dr J says that HDR (what is now being called 1xEVR)will be part of 3G (Phase 1) as soon as it has been accepted by standards body . Since 1X (with 144l data rate) has already passed muster with the standards folks it can be officially called 3G.
