Beats me! I only know that pounding that road outside Kuwait City with all the looted Mercedes got my fighting blood up. Routing and punishing a fleeing enemy is what victory is all about. That war was won. Iraq was ready to break apart. Bush et al were scared of Arabs, Iranians, and a few American casualties. There are serious issues of personal courage there. Cheney was a draft dodger. Bush had abandoned a crewman. Powell was a timid, humane man unfitted for command. Any one who will pick a fight and then not finish it doesn't deserve high command. In war there is no substitute for victory! If you are unwilling to win, you should never fight.
