Re budgets of the 1970's and 1980's.... several ideas...

1) Go to the library (these aren't online as yet) and look at the Periodical Index if you have specific types of articles you want to find.... The US News and World Report of those years, while they surely didn't print any of the budget...they did publish various parts of the budget and what the goals for the money spent were...

2) On that same line, it would be more than interesting to go look at this same magazine for a month per year for the 1955-1965 timeframe. (it used to be in the 50's-60's a fairly middle of the road magazine...where Time was more conservative, and Newsweek more liberal---now, all three are to the left of center...mostly quite a bit left....do a comparison of the time using all three magazines for the same month/week/year....and see for yourself). I also think that the 1955-1965 period in the US will show that that was when so many things began to change in the US...

3) Write to the Superintendent of Documents for the US...This is the US publishing office....They would/should have whatever info you need.

4) Call/write your US Representative and US Senator....Both offices should be able to get that info for you.

5) See what Ask Jeeves has to say....
Good Luck, KLP
