This is a bit like the chicken and egg problem (which does have an answer, but I digress ...). We had a Cold War because we used the bomb and wouldn't give it to our ALLIES the Ruskies. Sure their economic efficiency was less than ours and with Stalin at the helm, I can't really say that we should give it to 'em. But we bear the MORAL responsibility of being the FIRST and ONLY people on Earth to actually execute large scale homicide of non-combatants. You can argue that the Nazis did this but they had the problems of logistics limiting their Final Solution. No such logistical limits exist for nuclear weapons and their carnage. It has come out now that the Russians were unable to build MANY of these and that at least some of the missles in the Red Parade were decoys and WE knew it.

Reminds me of the story about bent submarines on the Baltic. A big storm blew in and we saw in recon photos that some of the subs were bent!! Turns out they were balloons in the shape of subs. Pathetic.

Now chicken and egg: Egg came first ... Many things can lay eggs and a (natural, archetypical) chicken can only come from an egg (excluding genetic manipulation and tissue culture). So, QED, egg came first.
