It's simple, WCDMA was created in the hopes of getting better royalties rates from Q. From a royalty rate standpoint, Q is indifferent and has stated so ad nauseum. Q is developing a WCDMA chip so that if WCDMA does go forward, they want a piece of the chip pie. That's it.

What may happen is that if WCDMA can't be made to work well, and it ends up costing even more (Q 5% plus other IPR claims from others) then CDMA2000 overlays may be a important option for GSM carriers.

GSM upgrades can be done with either CDMA2000 or WCDMA.
