We agree there. The B&C of ABC can be done on a shoestring. Here ya go - all you need is a Waring blender, a UV lamp, some feces and a bunch of Petrie dishes to get started. Heck even chlorine gas is really pretty effective. All you need for that is a small tank, some salt water and electricity. Kind of inefficient, but with persistence, these'll get the job done. But short of MAYBE biologicals, nothing even comes close to nuclear. Sorry. Many studies have been done on dispersal of agents (some right here in the United States, on civilians). No efficient or reliable means of delivery on grand scales. It's indiscriminant and can come back and get YOU. Best used by desperate people. A biological agent has a built-in negative feedback system that limits its destructiveness. If it kills its victim too quickly it can't spread. About the only good news about Ebola and Dengue is precisely this. They are so deadly, it is hard to get them spreading. Until jet planes. This is morbid. Maybe, we should move on.
