I'm not sure I understand your concern about the vagueness of GG criteria. If this stuff was a sure thing, it would be a formula instead of a theory. Personally, I think we would be better served by analyzing real world examples than ginning up hypothetical scenarios that might poke holes in Goeff's approach. "How many angels can stand on a pin" may be of unending interest to philosophers, but I'm more inclined to be captivated by practical matters that can fatten my wallet.
