The responsibility is not really an issue. If you have two political systems, one leaning strongly towards individual liberty and the other leaning strongly towards a collective, the two are bound to butt heads. Overal, the MAD policy worked fairly well. Now, however, it is high time for SDI. I also think we need to arm the Moon. The highest of the "high ground." FT
