It isn't impossible for QCOM to have developed GSM L1 software, but I wasn't aware that QCOM had any GSM higher layer software. Are you sure this is done in-house?

If it is, why is Jacobs talking up the need to GSM x-licenses and partnerships.
Why did QCOM kick the tires on Comquest last September?
Why has QCOM visited the major UK GSM software houses (TTP; Ubinetics) this year?

Spinco intends to use its patents to gain access to GSM and other technologies by negotiating cross-licenses.

The last time I looked at QCOM API was 18 months ago.
I also spoke with senior engineers and their top
priority software problem at that was handover between IS-95 and AMPS. They also felt that anyone who couldn't graft an MMI onto their stack was retarded.

The Denso engineers I spoke with attempting to use the API had many choice (unprintable) phrases to describe the API, some of which were quite imaginative, as well as anatomically implausable.

My point is, QCOM saw no need 18 months ago to change things, and were mentally unprepared to accept that there was a problem.

I know from 'engineer' things are changing, but slowly - 18 months isn't long when a culture change is in order. Dont forget, they have had two distractions in that time (infra and handset related)
