The original Initial Public Offering was for $12. The people that bought at 12 were the institutions and people that had an "in" with the underwriters. You can buy at the IPO price if you work with one of the underwriters and reserve your shares before they start trading. The shares of RMBS didn't start trading until the 22.5 price, I assume because noone wanted to sell for less.
