It looks very much like a beginner attempt so if that is a reasonably current photo, then W-CDMA by Korea Freetel is no big deal.

Maybe it's a negotiating ASIC = "Give us a discount Q! because look at this ASIC. We'll dump MC-CDMA and go DS-CDMA [W-CDMA] if you don't."
