A venture capital business specializing in wireless telephony technology fledglings. That's my guess. Licensing of CDMA (any flavour) to NOK would be big news but it would be unlikely to be called a joint venture. The partner would either have cash(Microsoft), access to cash(Goldman-Sachs?) or a strong interest in the field(CSCO?).
