Without a time-frame these "targets" mean nothing. They all seem to do it, although sometimes you will see "12 month target is...."
As an absurd example, if you had set a target of 95 on AMD in 1985, you would have been technically correct as of a month ago. It is just a way for the analysts to CYA.
I agree it is not much of an upgrade. Doesn't even get up to Niceguy's day-after-earnings prediction of 120.
