Yes even if you hit a web site for 5 seconds you will be counted as a unique user for that month on the MM report. That is why they also publish how long the average user stays on a site, so you can get some idea of whether or not all those users are actually staying on the site and using it, or just hitting it and leaving.

INSP though is unique- the vast majority of the users it claims do not (as we noticed) visit their crappy home page. Most of those users are seeing INSP pages or graphics that are built into other web sites. For instance you may go to the maps link off go2net.com- where you end up is a page looking like a go2net page that is actually a INSP page. And that page is counting towards their unique users that month.

I am curious if MM counts wireless users.
