Elect - I don't think it's fair but I believe that a $6.00 bid wins the day even if WSP management doesn't recommend acceptance. At this level we're all making some pretty nice gains and the tenders will flow freely. I have recently added to my position though as I feel that there is essentially no chance of WSP being taken out at a price where a purchase today loses you money.
