The formal arrangements regarding IP have to be worked out for WCDMA-UMTS. However, it seems to be a reasonable assumption that the current GSM arrangmemts will be used as
a model. So if SpinCo wish to participate in UMTS, they will have to participate in the pool.

The article was indicating that SpinCo would also enter extant GSM only markets.
I think that this is unlikely, for all sorts of reasons, but I would discount this purely on the number of errors in fact and perception in the article.
