I know the question always arise about how to keep the shorts from borrowing long's shares. I asked the question of National Discount Brokers, where I keep three of my IRA accounts. Here's there answer. Since there is no margin on IRA accounts, the answer is no, my shares can't be borrowed.

Thank you for your email inquiry. As long as you do not have margin on your
account, your shares can not be lent out for shorting.
