Sam - I am 100% opposed to your suggestion that municipal authorities should dictate such terms that would require upgrades within certain timeframes. In many markets, that would subject many cable operators to unfair economic pressure. Most don't show a profit today due to high debt. Let the market decide. When market demand and technology issues reach the right levels of maturity, there will be high bandwidth options available to a large majority of U.S. households. The competition will come via land and via air (who knows, maybe by sea too!) As for a city building a competitive network against a cable operator, some have done that. Government should not intervene in private enterprise - it smacks of "government knows best" socialism at its worst.
