Sure they could put Windows into non-volatile RAM. Doesn't the Pocket PC already do that? The joke is that the Pocket PC boots up instantaneously and has apps with a set of simple core features. The punch-line is, "why don't they do that with a desktop computer?"

If you were interested in knowing the specifics I would probably have to point you somewhere else.
