I have to disagree with your thinking on Nortel's outsourcing the IT dept. These days, you've gotta be good and the best at what you do to be successful. And that applies to all levels and depts of a corporation. Nortel's business is not baby-sitting computers, servers, printers and the like. Outsourcing companies are specialized in this and they offer to meet and exceed what a company can do on their own. Banks and other financial institutions are the pickiest and least trusting bunch of people (for security reasons) you'll ever meet, yet they've been outsourcing their IT depts for a long time. Why do you think NT no longer buys computers but rather leases them? In the long run it's much cheaper and they will always have the newest and fastest technology for their staff.
