You are right, Eisenhower was too young during the First War, and served at first as a lieutenant. MacArthur was promoted to brigadier general by the end of the war, although I think he did start as a major, or maybe lt. col. Anyway, you also right about Ike serving as his aide in the Phillipines, although I could not easily verify the details of the story you related.
