Not sure what time frame you are looking at, but I see higher lows on the XOI for all but the last month or so. stockcharts.com If it heads on up here, the weekly chart will have set a 3rd higher low. 3/99, 3/00, 7/00. Also see some buy signals being generated on the daily charts. Needs a higher high to confirm a bullish trend however. disclaimer- I am currently long oil stocks. Crude looks to be headed back up.
