Please share with me why it is warranted.

EDIT: I see nothing in the rule book that says we need to come all the way down to the BSL to rally.. In fact if one were looking at the chart one would start buying here on the possibility that we didn't come all the way down to BSL. Of course one has to watch closely since 3350 would be time to exit.
