Do you think CSCO did ALL the work in-house for Web-enabling all their back-end MIS systems that actually run & support their inventory, mfg, sales, pricing, etc.etc.

I don't know personally but it would not surprise me at all if CSCO contracts out significant portion of their IT requirement.

Bottom line is that NT also has to web-enable all their processes & applications to increase efficiency throughout their organization.

This is the end-goal and whether that is done faster/more economically through a specialized IT professionals or done in-house does not matter. What matters is that NT's mgmt must mandate, design, and implement the changes.

In fact, one could easily argue that NT's outsourcing deal is a recognition that they have to move faster and doing everything in-house has not always proven to be the right strategy.
