Cisco, for the most part, buys 'off the shelf' software and the heavily modifies it using - for the most part - contract programmers/analysts/project leaders etc... If there is no 'off the shelf' solution they write it themselves.. again using ALOT of contract help. Cisco invests heavily in their software as they see it as a key to assist in the need to communicate with their customers and control/communicate with their third party vendors. Cisco is a great example though of subbing out a ton of their work. Almost all of their mfg., service, repair etc.. is done by third party vendors.
